Purpose of the CLCCA: Community Services Charge 1963

The purpose of the CLCCA (as stated in paragraph 2 of the Community Services Charge document) is:

●	to render constructive civic service,
●	to promote the social welfare of the community and the residents,
●	to promote and provide educational and recreational facilities for the residents of Clear Lake City,
●	to provide parkway maintenance,
●	to provide garbage and trash collection (for residents), and
●	to provide police, fire protection and similar services.

Community Services Fund: Community Services Charge 1963

The CLCCA is authorized to collect a Community Services Charge from all property owners for the Community Services Fund. The CSF is for the above activities, "so far as sufficient." The CSC is set at a maximum of 8 mils (12.5¢) per square foot.

History:

These documents constitute a contract between each property owner and the CLCCA. These documents control the administration of the CLCCA. They can be changed only by a majority vote of the property owners. By-Laws or Rules adopted by the CLCCA are subordinate to and must be in agreement with these deed instruments.

DeMoss Testimony before the Committee on Business & Industry 4/25/2005

Background: Mrs.DeMoss testified before the Committee on Business & Industry to support the bill to allow less than 50% of the property owners to pass an increase in the annual assessment (CSC). The actual wording in the bill would have allowed the BOD to pass an increase with as few as 5 votes. Neighbors initiated a call-in campaign to the Committee to protest the bill. By the time Mrs. DeMoss testified, hundreds of protest phone calls had been made.
